Because rowing is such a high intensity aerobic activity, a rower's body changes temperature a great deal in the course of a workout. Most people are cold as they boat in and paddle away from the dock. That changes to heat as they enter a workout. If a wind comes up, they get a cold back and sometime corresponding muscle cramps.
The rowing vest is a great training garment because while it protects you back, it also allows plenty of venting for heat via your arms and head and the breathable chest area.
